Rezumat

The paper presents the characteristics of Romania’s approach to ensuring legal representation of the state in infringement proceedings, emphasizing the importance of managing the 
pre-litigation and litigation stages in an integrated manner. It analyses concrete results, relevant case law of the Court of Justice of the European Union, as well as best practices that contribute to reducing the risk of referrals to the Court and of financial penalties being applied in such proceedings.
