The enforcement of judgments of the European Court of Human Rights is a complex process, which may involve various state authorities and institutions, sometimes of long duration, but which is of particular importance for the consolidation of the rule of law by adopting the highest European standards in the most diverse areas. The enforcement process concerns both measures intended to restore the victim of the violation of rights to the situation in which he would have been if that violation had not occurred, but also general measures, which aim to prevent similar violations in the future. The latter measures may concern systemic problems, complex problems, the resolution of which requires sustained effort and considerable resources, as well as time to consolidate substantial reforms.
