Abstract

Assuming environmental protection and fighting climate change as a priority of the 2019–2024 mandate, the new European Commission has already started the undertaking of the first measures against climate change in view of defining the political and legal framework of EU action in this field. Thus, by the Communication of December 12th, 2019, the draft project A Green Deal for Europe was presented, on March 5th, 2020 the project of a framework European climate law has been published, and now a draft project on a Climate Pact is prepared. It is considered a response of the Union to the present environmental and climate challenges and it aims to build a new growth strategy in view of transforming into a just and prosper society, with a modern economy, to ensure a just and inclusive environmental transition.
The framework law on climate will stand as the principal element of the “legal arsenal” of the Pact and will legally consecrate two major objectives: the diminution, by 2030, of GHGs, by 50%–55% as to the levels of 1990, and a carbon neutrality by 2050. It will be eventually enforced by delegate acts of updating and adoption. The Climate Pact aims to increase social acceptance of the climate efforts in view of increasing its efficiency, thus it is to follow three categories of measures to promote an approach and to favor integrative action.
